Article 1 The National Chengchi University (NCCU or "the University") Library ("the Library") formulates the NCCU Library Website Directives for User Privacy Protection ("the Directives") to ensure the protection of users' privacy on the NCCU Library website.
Article 2 Scope of Application
- The Directives apply to the collection, use, and protection of personal information involved in patron activities on the Library's website, the Discovery System, and various database systems.
- The personal information referenced in the Directives includes a patron's name, NCCU ID, national identification number, address, phone number, email address, personal authentication code, library loan records, and search history.
Article 3 Establishment and Use of Personal Information
- The source of personal data on the Library website for new students is derived from academic records provided by the Office of Academic Affairs at the time of enrollment, which are imported into the Integrated Library System through a data transfer process. For other users, personal data is entered into the relevant systems by librarians after users complete forms to apply for library services or submitted directly by the users themselves.
- Users' personal information shall be destroyed or deleted within one year following the termination of the respective service and the completion of the Library's annual statistical processes.
- Search records in the databases are retained or deleted by the respective external database vendors. The Library mandates that vendors implement the strictest protection measures.
- Personal library loan records are updated in the Integrated Library System (ILS) as part of the necessary procedure when a user borrows a book. Once the book is returned, the system immediately updates the loan record, and librarians cannot access the user's past loan history through their work platform. However, users can still view their loan history in their personal borrowing records.
- Your personal information will not be gathered when you only read or download information from the Library website.
- Personal information provided in correspondence will be used solely by librarians to respond to inquiries and for internal evaluation to improve services. Except for email addresses required for correspondence, all other personal information will be used exclusively for internal purposes.
Article 4 Maintenance and Protection of Data
- Users may modify and maintain their addresses, phone numbers, and email addresses in the Library Discovery System.
- Only authorized librarians are permitted to handle users' personal information for official purposes. Unauthorized individuals are strictly prohibited from obtaining others' information through any illegal means, including accessing backup data stored on tapes.
- Users are responsible for properly safeguarding their accounts and passwords. When sharing a computer with others or using a public computer, they must log out or close the browser window to prevent unauthorized access to their personal information.
- The Library’s website is obligated to protect users' personal information and will never sell or exchange it with any third party, organization, or individual. However, under the following circumstances, the Library may process or transfer the collected information without the user's consent:
(1) To cooperate with legitimate investigations by judicial authorities;
(2) To cooperate with relevant authorities in investigations or use as required by their duties;
(3) In good faith, when it is believed that disclosure is legally required or necessary to improve the services of the Library website;
(4) When the usage rights or other related rights of the Library or users of other relevant websites are endangered;
(5) When there is a threat to personal privacy or security.
Article 5 The Directives shall be passed by the Administrative Meeting, and implemented on the date of promulgation, and then submitted to the Library Committee for reference. The same shall apply when amendments are made.
