Applying for ISBN/ISSN/GPN

Q. Why should school publications apply for an International Standard Book Number (ISBN), an International Standard Serial Number (ISSN), and a Government Publication Number (GPN)? How to apply?

To implement the collection and management regulations for government publications, all types of publications issued under the University’s name, or funded by University subsidies, must apply for the following identification numbers before official publication:

📌 Application Methods:

1. International Standard Book Number (ISBN) – Applicable to general book publications:

Publisher should apply online through the National Central Library.

👉 Application website: ISBN Online Application Service

2. International Standard Serial Number (ISSN) – Applicable to serial publications:

As Taiwan currently does not have a National ISSN Center, publisher should apply directly to the International Centre for the Registration of Serial Publications in Paris, France, or commission a domestic professional bookseller to handle the application.

👉 Application website: The International Centre for the registration of serial publications – CIEPS

3. Government Publication Number (GPN):

Please complete the "GPN Application Form" provided by the Library and submit it to the Collection and Acquisition Division for processing.
